PRESENTATION OF THE DIRECTORATE OF DECENTRALISED COOPERATION (DDCO)

 The DDCO is one of the five (05) directorates in the Directorate- General for Local and Regional Authorities. (DGLRA).

Duties and responsibilities of DDCO

The DDCO is responsible for:

  • Develop, implement, monitor and evaluate decentralised cooperation policy;
  • Promote decentralised cooperation at national, cross-border and international levels;
  • Ensure compliance with and enforcement of the texts governing decentralised cooperation;
  • Follow the agreements and partnership agreements of local and regional authorities;
  • Oversee the missions abroad of the presidents of councils of the communities falling within the framework of decentralised cooperation;
  • Capitalising on financial flows and investments resulting from decentralised cooperation;
  • Capitalising on financial flows and investments resulting from decentralised cooperation;
  • Coordinate the activities of the National Commission for Decentralised Cooperation (NACODCO);
  • Monitor and implement the recommendations of NACODCO.

Structural organisation

The DDCO includes the following services: 

  • The Secretary;
  • The Department for the Promotion and Monitoring of Twinning and Partnership Relationships (DPMTPR);
  • The Department for the Promotion and Monitoring of Intercommunal Cooperation (DPMIC);
  • The Department for Monitoring and Evaluation of Investments in Decentralised Cooperation (DMEIDC).

Some activities carried out by DDCO 

  • Revising / drafting legal texts on decentralised cooperation.
  • Production of thematic maps and development of a cartographic visualisation module on decentralised cooperation. 
  • Organisation of the ordinary sessions of the General Assembly of the National Commission for Decentralised Cooperation (NACODCO) …
